Odds calibration is how promotion designers assign frequency of each prize tier so the weighted-average cost per card stays inside campaign budget. For a restaurant giving out 1,000 scratch cards with a $0.20 target redemption cost, most cards would be small discounts, a smaller subset mid-tier, and a handful top-tier.
